Why is silver a critical mineral?

A critical mineral is not necessarily a rare one. It is a material that is essential to the economy or national security and whose supply chain is vulnerable to disruption. Silver now qualifies on both counts in the United States: essential because modern electrification cannot be built without the most conductive metal on earth, and vulnerable because most of it is mined abroad as a byproduct of other metals.

Essential: the electrification metal

Silver paste conducts electricity out of solar cells. Silver contacts carry current in vehicles, chargers and grid hardware. Silver solders and switches sit inside medical devices and defense electronics. The USGS assessment behind the 2025 list weighed exactly this: there is no drop-in replacement that matches silver's conductivity at scale.

Vulnerable: byproduct supply and foreign refining

Because roughly 70% or more of mined silver is a byproduct of copper, lead, zinc and gold mining, supply cannot respond quickly to silver's own demand. Production and refining capacity are concentrated outside the United States — Mexico, China and Peru lead mine output — and the U.S. has long been a net importer. Concentration plus inflexibility is the textbook definition of supply-chain risk.

Why now and not twenty years ago

Three curves crossed. Industrial demand, led by solar, climbed to record levels. Mine supply has been roughly flat for a decade. And policy — electrification targets, semiconductor reshoring, defense readiness — made uninterrupted access a matter of state interest rather than a private procurement problem. Is silver rare?
Not geologically rare like some rare earths — that is not what critical means here. Silver is critical because demand is essential and the supply chain is inflexible and concentrated.
When did the U.S. make it official?
The Department of the Interior published its final 2025 List of Critical Minerals including silver, following the USGS supply-chain assessment.
Why the U.S. added silver
Do other countries call silver critical?
Most do not — the EU, UK, Canada, Australia and India maintain lists that currently exclude silver. Treatment varies and changes.
