Why did the U.S. add silver to the critical minerals list?

Under the Energy Act of 2020, the U.S. Geological Survey must regularly assess which minerals are essential to the U.S. economy and vulnerable to supply disruption. The 2025 final List of Critical Minerals — published by the Department of the Interior — added silver alongside copper and several others. Here is what drove the decision, stated plainly.

The methodology that caught silver

The USGS evaluates each commodity against supply-chain disruption scenarios and economic impact. Silver scored on both sides of the ledger: demand side, electrification and electronics keep setting records; supply side, the U.S. imports most of what it consumes and global output is dominated by a handful of countries with byproduct-driven, price-inelastic supply.

The specific pressures named in the debate

Solar manufacturing capacity competing for physical silver, semiconductor and defense electronics that cannot easily substitute away, flat mine production for roughly a decade, and refining concentration abroad. Industry groups, including silver producers and solar manufacturers, publicly urged the listing.

What the designation does — and does not do

Listing makes silver eligible for attention across permitting, geological mapping, recycling research and trade policy. It does not create a stockpile by itself, does not restrict private ownership, and does not guarantee prices. It is best understood as the government formally saying: this supply chain matters, watch it. Could silver be removed from a future list?
Yes — the list is reassessed on a regular cycle, and commodities have moved on and off past lists as supply chains change.
