Which countries consider silver a critical mineral?

There is no global critical-minerals list — every government keeps its own, based on its own import dependence and industrial base. As of the most recent published lists, the United States is the outlier that formally includes silver. Here is the honest country-by-country picture, dated, because these lists change.

United States — included (2025)

The Department of the Interior's 2025 final List of Critical Minerals, based on the USGS supply-chain assessment under the Energy Act of 2020, added silver along with copper and others. The rationale: essential to electrification and defense, net import reliance, byproduct supply.

Europe and the UK — not listed, but adjacent

The EU's Critical Raw Materials Act list (2023 regulation) does not include silver, though it added copper as a strategic raw material — the same logic that later carried silver in the U.S. The UK's criticality assessment likewise focuses on minerals where Britain's import exposure is most acute; silver is not currently designated. European analysts debate silver's inclusion openly, so watch this space.

Canada, Australia, Japan, China, India

Canada's critical minerals list (2021, expanded 2024) does not include silver — notable because Canada is a significant silver producer; lists reflect domestic vulnerability, not global importance. Australia's critical minerals list and separate strategic materials list do not designate silver. Japan's resource security framework focuses on rare metals where its import concentration is highest; silver is not formally designated critical. China — the world's largest refiner of many minerals — manages silver through domestic resource policy rather than a critical-mineral designation. India's 2023 list of 30 critical minerals does not include silver. Will the EU add silver to its list?
Possibly — the EU list is reviewed on a cycle, copper's 2023 inclusion set a precedent, and European solar manufacturing raises the same supply questions. We update this page when lists change.
Does U.S. listing affect silver I buy from other countries?
No — it is a domestic policy classification. International trade in silver continues normally; the listing directs U.S. government attention, not trade restrictions.
